Overview of the Pesticide Stewardship Partnership: The state-wide Pesticide Stewardship Partnership (PSP) Program is a multi-agency program. The PSP is funded equally by pesticide registration fees collected by the Oregon Department of Agriculture, and general funding from the Oregon legislature. It's primary focus is to reduce the concentration of pesticides in surface waters through voluntary educational and technical support events. It is an incentive-based program that relies on locally led partnerships to monitor pesticide levels in waterways and create solutions to protect water quality through locally led projects. The PSP works as a positive feedback loop with the water quality sampling used to evaluate the pesticides of concern and the effectiveness of collaborative projects on an annual basis. 

The Walla Walla Basin Pesticide Stewardship Partnership (PSP) is a voluntary, community-based initiative administered by the Walla Walla Basin Watershed Council with support from the Oregon Department of Agriculture (ODA) and the Oregon Department of Environmental Quality (DEQ). The PSP program works to engage local farmers, landowners, and other pesticide users through education, monitoring, and promotion of best management practices. Key efforts include technical assistance, public meetings, fact sheets, and the use of water quality data to guide outreach and prioritize actions.

Since its inception, the PSP has made steady and measurable progress. Pesticide detections in surface waters have dropped by 83 percent since 2010, and detected exceedances of safety benchmarks for aquatic life are now rare. These improvements reflect the efforts of local pesticide users who have adopted best management practices, adjusted application timing, and switched to less harmful products. Their voluntary actions, supported by targeted outreach and technical assistance, are making a meaningful difference for water quality and stream health, benefiting both people and wildlife across the Walla Walla Basin.
